In January 2007 the European Commission put forward an integrated energy/climate change proposal that addressed the issues of energy supply, climate change and industrial development.
By the year 2020, the plan called for:

  • 20% energy saving
  • 20% reduction in greenhouse gas (GHG) emissions
  • 20% share of renewables in overall EU energy consumption
  • 10% renewable energy component in transport fuel

Energy efficiency is a means of achieving energy saving as more efficiency reduces energy consumption.
Measuring the energy performance of buildings is an EU directive, regionalized in Belgium and translated into three regional regulations; coordination exists between the 3 regions to allow for a maximum of coherence but, however, differences exist.

The EPB certificate (Energy Performance of Buildings) is an «energy efficiency bulletin» of a property. It is an official document which indicates the energy classification of a property on a scale from A (very economical) to G (high energy consumption), the theoretical primary energy consumption per year and the CO2 emissions.
The document gives also recommendations for energy performance improvement leading to reduction of energy consumption and CO2 emissions.

In order to apply the same evaluation methodology to any property, it is established on the basis of several hypothesis calculations such as a standardized behaviour of an occupant and standard weather conditions ; it is not based on the actual energy consumption of the former occupant as that has no influence on the energy consumption of the next occupant.

The EPB certificate allows for the comparison between various properties from an energy efficiency point of view and leads in a non-binding manner to improvement measures aiming to reduce energy consumption and therefore CO2 emissions.

When is it required ?

When you intend to sell or to rent a residential property (or an office of more than 500m²), the property must have a valid EPB certificate before it is marketed for sale or rent; as far as no valid EPB certificate already exists.
(As from May 1st 2011 for sales & as from Nov. 1st 2011 for new rentals in the Brussels region).

"Residential property" = collection of rooms used for accommodation purposes and disposing of the necessary household facilities to function in an autonomous manner, in other words it must have at least a kitchen, a toilet and a bathroom, such as single family houses, apartments, studios, hotel apartments and hotel flats.

Who is it for ?

Who may establish the EPB certificate ?

The certification will be performed by an ACertEnerg certified expert, for residential building, approved by the Brussels-Capital Region (IBGE Brussels Environment) since 2011.
The expert will visit your property to make the statement of its geometry and energy characteristics, calculate areas, volumes, heat loss surfaces and encode it in the IBGE certification software. He will issue EPB certificate and send it to you.

  • The analysed points are, among other things, the type of housing, the orientation, the outside walls, the heating system and the hot water production, the optional presence of a ventilation system and/or a heat production system based on renewable energy.

What's the validity period of an EPB certificate ?

The same EPB Certificate may be used again (and again) for any future transactions during a period of 10 years unless modifications where made to the energy characteristics of the property and you decide to sell or rent it. 

In this case, you will have to ask an update of the existing certificate to the assessor of your current certificate OR to apply for a new certification to any licensed assessors of your choice.

The certification software calculates the property energy performance based on measures and data collected by our expert during the visit. The result takes into account several characteristics of the property such as its floor surfaces, volume, heat loss surfaces, its thermal insulation (walls, windows, doors, roof, floor), the performance of its technical installation (ventilation, heating & hot water production systems), etc...

To determine the final result, several hypothesis calculations are used by the software such as a standardized behaviour of an occupant and standard weather conditions.

Consequently, the EPB certificate result might be very different from the actual consumption amount reported on your invoice; this amount being closely linked to the occupant behaviour and to the climatic conditions; furthermore, the primary energy consumption takes into account not only the energy amount used directly by the property but also the primary energy used to produce this energy.
